Job Description

Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Construction Leader, Advanced Packaging & Prototyping Facility 

Natcast 

Tempe, AZ 

 

In this role you will lead the construction of Natcast's state-of-the-art Prototyping and Packaging Facility (PPF), managing complex construction initiatives that advance America's semiconductor research and development capabilities. 

Every day you will orchestrate multiple stakeholder relationships, drive critical construction processes, and ensure seamless execution of facility development while maintaining alignment with Natcast's mission and technical requirements. 

To thrive in this role you must combine extensive semiconductor facility construction experience with strong leadership abilities and a proven track record of managing complex technical construction projects. 

 

Natcast, operating the National Semiconductor Technology Center (NSTC) stands at the forefront of America's semiconductor ecosystem. This unique public-private partnership unites industry leaders, academic researchers, and government stakeholders in advancing U.S. semiconductor capabilities through collaborative innovation. 

The role presents an extraordinary opportunity to shape the future of semiconductor manufacturing in the United States. Leading the development of our advanced facility at ASU Research Park, this position directly impacts the creation of next-generation semiconductor capabilities while working with diverse stakeholders and cutting-edge facility requirements. 

Responsibilities: 

  • Collaborate in establishing the construction PMO 

  • Direct design firm selection and procurement processes 

  • Develop and implement construction business processes 

  • Manage local government and permitting relationships 

  • Drive site master planning initiatives 

  • Support real estate contract development 

  • Oversee cleanroom construction specifications 

  • Manage facility infrastructure development 

  • Coordinate with technical stakeholders 

  • Ensure compliance with semiconductor facility standards 

 

Required Skills and Experience: 

  • Bachelor's degree in Construction Management, Engineering, or related field 

  • 15+ years construction management experience 

  • Strong background in semiconductor facility construction 

  • Experience with cleanroom development 

  • Excellence in stakeholder management 

  • Track record of large-scale project delivery 

  • Strong understanding of technical facility requirements 

  • Proven leadership in construction PMO 

  • Experience with government contracts 

  • Deep knowledge of permitting processes 

 

Preferred Skills and Experience: 

  • Advanced degree in relevant field 

  • Multiple semiconductor facility projects 

  • Public-private partnership experience 

  • LEED Accreditation 

  • PMP certification
