Manager, Program Finance

In this role, you will be a key member of the Finance team at Natcast, responsible for the financial management and accounting of grants (defined as “Awards” at Natcast), working closely with program managers, the Controller/Deputy Controller, and cross-functional teams to ensure accurate budgeting, reporting, compliance and administration of awards.
Every day, you will manage the financial aspects of program specific awards, including forecasting, budgeting, accounting, reporting, and financial and programmatic analysis. Collaborate with program managers to develop and monitor award budgets and ensure timely submission of financial reports required by Natcast’s grantors and other government agencies.
To thrive in this role, you must have strong accounting and financial analysis skills, attention to detail, and experience in a non-profit organization, and grant-awarding and/or grant performing environment.

The Manager, Program Finance plays a crucial role in ensuring the accurate financial management and accounting of Natcast's awards activities, supporting the organization's mission to drive innovation and strengthen the domestic semiconductor ecosystem. This position offers the opportunity to contribute to the success of a mission-driven organization blending a non-profit culture with an entrepreneurial start-up environment.
Responsibilities
Manage all financial aspects of awards, including budgeting, forecasting, accounting, reporting, compliance, monitoring, and other analysis.
Supervise awards staff
Collaborate with program managers to develop and monitor award budgets
Set up and maintain award budgets and activities in accounting software
Prepare monthly budget vs. actual reports, identify issues, and communicate with stakeholders
Audit accounting data, identify errors, compute accruals, and ensure documentation is sufficient for audit compliance
Ensure timely submission of financial reports required by Natcast’s grantors/government agencies
Review and monitor award agreements, budgets, and reimbursements
Participate in and drive development of COSO Internal Control Framework, Finance and Accounting manual and other policies as needed
Assist with annual budgeting, reforecasting financial projections, and month-end/year- end processes
Review awards agreement terms/conditions and set up new awards in systems
Maintain comprehensive awards records, documentation, tracking logs, and other audit requirements. Key contributor during year-end audit.
Design various processes and dashboards related to awards, revenue and other key metrics
Monitor milestone deliverables and deadlines for awards
Collaborate cross-functionally on award financial administration and proposal development
Provide financial insight and analysis for high-value award proposals

Required Experience
Bachelor's degree in accounting, finance, or related field
Minimum of 10 years of relevant experience in accounting/finance and grant administration
Experience in a non-profit or grant-awarding environment is strongly preferred
Minimum 3 years supervisory experience
Ability to create and design processes, policies, dashboards, and other financial tools
Ability to thrive in ambiguity and envision future state options and solutions
Experience with OTA grants, 2CFR200, NICRA, close-outs and federal audits
Experience with non-federal grant life cycle
An in-depth understanding of the procurement, accounting and financial life cycle
Strong project management, multitasking, and prioritization skills coupled with the ability to work collaboratively in a fast-paced team environment
Excellent written and verbal communication skills, including report writing and presentations
Ability to create processes and build a sustainable capability from the ground up
High proficiency with Microsoft Office Suite, particularly Excel
Attention to detail and accuracy in all work
A history of building effective relationships with business partners
Bonus points if you have
Semiconductor design, innovation or manufacturing; manufacturing construction, or educational or vocational program design.
Experience implementing an ERP or other software solution
